If you get the error "The terminal server has exceeded the maximum number of allowed connections" when connecting via Remote Desktop, it may mean that 2 other users are already connected to the server's desktop and you are not connecting to the console session, or that you already have two sessions running on the server and, again, you are not connecting to the console session.

In the first case, if you want to connect as a third user, you need to install a terminal server (details here: https://client.vpsnow.com.ua/knowledgebase.php?action=displayarticle&id=42) or run the RDP client with the options mstsc.exe /console /admin to connect to the console session.

In the second case it is simpler: just run the RDP client with the options mstsc.exe /console /admin to connect to the console session.

If you use third-party Remote Desktop clients, you  need to look for an option to connect to the console session in them; it is usually called something like "Use Console session", "Connect to console", etc.

You can "clean up" stale sessions by logging in to the server via VNC, opening Task Manager, going to the Users tab and logging off the sessions you do not need.
