or "Start" -> "Administrative Tools" -> "Server Manager".

Do not confuse "Server Manager" with "Computer Management" — they are different things!

In Windows Server 2003, to open "Server Manager", go to "Start" -> "Administrative Tools" -> "Manage Your Server":
