By default, Remote Desktop access to Windows Server 2003 / 2008 works in administration mode, which allows only 2 concurrent terminal sessions (for server management). This is a Microsoft licensing restriction for all server operating systems.

If you need more than two people to work on the server at the same time (more than 2 terminal sessions running), you need to install a terminal server, and also install and activate a terminal licensing server with Microsoft + client access licenses for it (without a licensing server, the terminal server will stop working after 120 days and its users will no longer be able to access the server).
