By default, Remote Desktop access to Windows Server 2003 / 2008 works in administration mode, which allows only 2 concurrent terminal sessions (for server management). This is a Microsoft licensing restriction for all server operating systems.
If you need more than two people to work on the server at the same time (more than 2 terminal sessions running), you need to install a terminal server, and also install and activate a terminal licensing server with Microsoft + client access licenses for it (without a licensing server, the terminal server will stop working after 120 days and its users will no longer be able to access the server).
You can find detailed information on how to do this using search engines, for example here
Having our administrators do this for you costs a one-time fee of 20 EUR (administration services) + CAL licenses in the quantity you need, paid monthly.
