A: The server is paid for regardless of whether you use it or not (for example, when access to the server is suspended), because all the resources allocated to it (disk space, RAM, CPU, IP address) remain in use, running programs keep running, etc. In other words, as long as your VDS exists, it uses the resources allocated to it, which cannot be used by anyone else, so all of this time must be paid for. For example, if you rent a car and at some point cannot use it because you forgot or didn't have time to refuel it, you still pay the full rental price for the whole period the car is with you.
